The Govt. of India finalized a massive highway expansion to transform regional trade and bilateral connectivity. Officials at the cabinet headquarters in New Delhi confirmed the approval of the Muzaffarpur-Sitamarhi-Sonbarsa section of NH-22. This major corridor upgrades the route.
Prime Minister Shri Narendra Modi chaired the Cabinet Committee on Economic Affairs meeting that cleared this key project. It will require a total investment of Rs 3590.73 crore. Now the central government plans to execute the physical construction work under the specialized Hybrid Annuity Mode.
This funding model mandates that the private concessionaire receives 40% during construction phases. And they will receive the remaining 60% as regular annuities over the operational period. This ensures financial stability.

The Govt. of India aims to establish a high-speed freight connection to the Nepal border at Sonbarsa. This plan bypasses several congested local markets to speed up transit. Yet it directly links regional trade hubs with the expanding national logistics network in Bihar.

High-speed safety designs replace narrow, undivided roads with a four-lane standard built for 100 kmph travel.
Robust river crossings secure the route with seven major bridges, including a 340-meter bridge over the Bagmati River.
Seamless traffic flow replaces dangerous railway level crossings with three Railway Over Bridges and two major flyovers.
No at-grade openings prevent local pedestrian crossings to eliminate high-accident points.

The upgraded corridor provides seamless connectivity to key economic, social, and logistics nodes across the state of Bihar. This active highway system links directly with the land port located at Bhithamore. And it bridges the logistical gap to primary industrial zones such as Barauni.
Public ledgers reveal that the corridor services five PM Gati-Shakti economic nodes, including a newly planned Mega Food park. These nodes also include four industrial estates. So local merchants will experience faster movement of agricultural yields along regional supply chains.

The Govt. of India prioritizes regional cultural integration alongside the development of high-capacity industrial logistics. This upgraded highway ensures fast transit to sacred destinations along the famous Buddhist Circuit. But it also links historic pilgrimage sites including the Janaki Punaura Dham Temple located in Sitamarhi.
Devotees can easily visit the highly revered Baba Garibnath Temple and the Mata Janki Temple. These holy sites attract millions of people annually. Now the four-lane highway resolves long-standing traffic bottlenecks in these dense rural corridors.
Who Is Accountable for Executing the Project?
The National Highways Authority of India acts as the primary executing agency under the Union Ministry of Road Transport. They cooperate directly with the Road Construction Department in Bihar to secure land parcels. The public registries show that the project covers approximately 495 hectares of local land.
Regional developers must submit their final bids before the closing deadline on September 23, 2026. So this timeline remains strict. But officials expect rapid mobilization once the contract is awarded.
An official cabinet release confirmed the deep regional impact of the project. "The upgraded corridor will connect the India-Nepal border at Sonbarsa with Muzaffarpur," says the official cabinet release, adding that it will reduce vehicle operating costs. But local trade benefits the most.
